Walter is a character in the Life of Holly game. He is your elderly neighbor next door, if you start the game in a flat in the Residential District. If you have "Empathy" skill unlocked, you can pay him a visit and offer to help him.
After getting to know each other, he will offer you to be his personal assistant. You can accept if you have "Nursing" skill already unlocked. Then you can provide him with additional services in the shower.
